JoAnne Roesler Wilson was born in Alexandria, Indiana on March 15, 1960, to William and Rosemary Roesler. She was the youngest of three children, preceded by her brother, Mark, and sister, Carol.
After graduating from Alexandria-Monroe High School, JoAnne attended Ball State University and obtained a bachelor of science in nursing. In 1990, she earned her master's in health administration from St. Francis College.
JoAnne was employed by St. Vincent's Hospital in Indianapolis for 20 years. She worked as a staff nurse in both the ICU and emergency departments, and served as the director of emergency services for six years. As director, she implemented numerous measures to raise patient satisfaction, including bedside registrations and multi-lingual interpreters. JoAnne also helped establish a special pediatric department within emergency services. After the tragic events on September 11, 2001, she designed St. Vincent's hospital wide Bio Terrorism disaster plan.

Perhaps one of JoAnne's proudest accomplishments was the Center of Hope program. JoAnne co-founded this program with the help of local and federal law enforcement officials, including then Marion County prosecutor Scott Newman. Designed to aid victims of sexual assault, the Center of Hope is a private environment staffed by teams of compassionate individuals trained in sensitivity, counseling, and evidence gathering and documentation to aid prosecution. This program was the first of its kind in the Midwest, and has now grown to include Hope centers in five area hospitals.
In 1999, JoAnne was given the State of Indiana Quality Improvement award for work on and dedication to the Center of Hope program. Two years later, St. Vincent's recognized her with their Professional Nursing Leadership award.
JoAnne was a member of the Emergency Nurse Association, International Association of Forensic Nurses, Nursing Professional Peer Review Committee and the Indiana Nurse Coalition Against Sexual Assault. She belonged to the Church of St. Mary in Alexandria, where she was a school guild member and volunteer.
JoAnne and her husband, Scott, have two children; a 10-year-old son, Bryson, and a 6-year-old daughter, Macy.
